Sectorspecifieke stand van zaken Nieuw Cultureel Bestel 2029 - Fotografie

Op 5 april sprak de Raad voor Cultuur met de Tweede Kamer commissie om een toelichting te geven op het advies “Toegang tot cultuur”, op uitnodiging van de PVV-fractie. Slechts lid Van der Velde (PVV) was hierbij aanwezig. Uit de vragen van het kamerlid sprak geen omvattende visie of specifieke kritiek op het rapport of het voorgestelde nieuwe bestel.

Op 11 april 2024 zou de Staatssecretaris van Cultuur, mevrouw Gräper, vervolgens in debat gaan met de Tweede Kamer vaste commissie Cultuur over onder andere het advies van de Raad voor Cultuur ‘Toegang tot cultuur, op weg naar een nieuw bestel in 2029’. Dit debat is inmiddels verplaatst naar 20 juni, van 13h00 tot 18h00.

Aangezien dit debat in eerste instantie gepland was voor april heeft de Staatssecretaris al een eerste reactie op dit adviesrapport naar de Tweede Kamer gestuurd. In deze reactie omarmt ze de aanbeveling van een nieuwe bestel met een enkel Rijkscultuurfonds vanaf 2029 niet. “Een nieuw bestel is een middel en geen doel op zich.”

In de samenwerking tussen verschillende overheden ziet ze meer mogelijkheden in de gesprekken die gevoerd worden over cultuurconvenanten. Voor het instellen van een enkel Rijkscultuurfonds zet de Staatssecretaris in op een nadere analyse van dit advies, en ze refereert hierbij aan het meest recente visitatierapport Rijkscultuurfondsen uit december 2023. Dit rapport schetst een overwegend positief beeld over de fondsen.

Voor de door de Raad geadviseerde extra middelen verwijst de Staatssecretaris uiteraard naar het nieuwe kabinet.

Een nieuw bestel in 2029 behoeft wetgeving in 2027 volgens de Staatssecretaris, daarom zullen al idealiter in 2024 keuzes gemaakt moeten worden over de richting van een mogelijke bestelherziening.

Conclusie voor sector Fotografie: het voor de fotografische sector positieve advies van de Raad voor Cultuur voor een enkel Rijkscultuurfonds neemt de Staatssecretaris in dit stadium niet over. Ze lijkt voor te sorteren op behoud van de huidige zes sectorgebonden Rijkscultuurfondsen.

On Wednesday, 17 January 2024, VII Insider and Forhanna Foundation, organized an event at Pakhuis de Zwijger in Amsterdam, The Netherlands discussing the dangers to democracy, and the role of photography.

The topic for the evening was the fact democracy is in danger. A global political trend toward authoritarianism threatens the democratic culture that sustains independent media. Whether it is the big lie of the election denial in the United States, the rise of right-wing parties in Europe, or the loss of citizen’s rights in countries like India, Turkey, and Venezuela, the cultural space necessary for journalists, photographers, artists, and critics to work freely is being squeezed by political actors and their media enablers. For creatives who want to document contemporary issues, how should you respond? What stories should you be telling? What can and should you do?

The Nederlands Fotomuseum central to the Eregalerij, organizes Eregalerij PLUS, a talk show program featuring lectures, interviews, and debates that focus on themes central to the Eregalerij, such as 'white spots' in the history of photography, new perspectives for photography, and multivocality. Eregalerij PLUS is an intimate talk show hosted alternately by me, Marc Prüst and writer/presenter Bahram Sadeghi every third Sunday of the month.
